market structures and government intervention have been coming up every year either in essays or data response- so would recommend mastering these topics well.

Not predicted topics, but contextualised (smaller extracts) Sect B (based on when the papers were made). I would recommend just doing these as revision rather than adding more weight to these topics. Hope it helps
Extract A: Labour Market Regulation and Pay
In 2023, the UK government removed the cap on bankers' bonuses, which previously limited variable pay to 100% of annual salary. This move was intended to attract financial talent and promote London as a global finance hub. At the same time, union activity surged, with education and transport unions demanding inflation-matching pay rises. Over 1.5 million working days were lost to strike action the most since the 1980s.
Extract B: UK Market Failures and Government Response
The UK faces multiple market failures. Obesity now affects over 28% of UK adults, prompting calls for a "fat tax" on unhealthy foods. In Scotland, minimum unit pricing for alcohol has been in place since 2018. Early research suggests it has reduced alcohol-related deaths but hit low-income consumers hardest. Meanwhile, gambling addiction rates are rising, with the government considering tighter regulation and stake limits.
Extract C: Pricing and Competition in Digital Markets
Surge pricing has become common in app-based platforms like Uber and Airbnb, where prices rise sharply during periods of high demand. While firms argue this promotes efficiency, consumer groups claim it leads to exploitation. The Competition and Markets Authority is also investigating drip pricing where mandatory fees are hidden until the final stage of checkout. Critics argue this undermines transparency and distorts consumer decision-making.
Extract D: Public Ownership of Rail Services in Scotland
In 2022, the Scottish Government took full control of ScotRail after terminating the franchise held by a private operator. The decision followed years of complaints about service cancellations, rising fares, and overcrowding. Ministers claim that nationalisation will allow the government to prioritise passenger welfare, reduce fares, and support environmental goals. However, critics argue that public ownership reduces efficiency and removes the profit motive that drives innovation.
Q6a) Define price discrimination and briefly explain how surge pricing is linked to this (5)
Q6b) Using a diagram, explain ONE way a minimum price on alcohol could reduce overconsumption and improve allocative efficiency (8)
Q6c) With reference to Extract A and your own knowledge, assess the likely impact of rising trade union power on wage levels and employment in the public sector (10)
Q6d) With reference to Extract D and your own knowledge, assess whether the nationalisation of industries such as rail improves efficiency and outcomes for consumer (15)
Q6e) Evaluate the effectiveness of government intervention in correcting health related market failure such as obesity, alcohol consumption and gambling (12)

Is it true they are changing the paper this year??

Read online that the extracts and figures will be in a booklet, section A will be reworded, section B will have a changed order of questions, and the 12 markers will only refer to graphs now, not extracts

The extracts will be in a separate booklet yes, dont know about the rest though. Also the order can be different anytime and it doesn’t really change anything.
