Student Finance as an Idependent Student from Ukraine

Hi there, I have applied for Student Finance as an independent student. However, I am not UK citizen and came to the UK under Homes for Ukraine scheme. I have lived in the UK for 2 years and 8 months and supported myself financially throughout all the years. I live on my own and my parents are still in Ukraine. I have been in college for all this time to pass GCSE and A -Levels and was working part time. I have provided payslips for 2 years I have been working, but obviously I cannot provide it for 3 years as I have not been living in the UK. Have called Student Finance ad they said that I do not meet 'means test', but it states in the gov.uk that Ukrainians are eligible for Tuition fee loan and Maintenanace loan even if lived in the K for less than 3 years. Does it mean that I will get minimum maintenance loan and tuitio fee lon anyway? Any reccomendations?
