There is a difference in how far sociologists would agree that comprehensive welfare provisions contribute to the formation of a marginalised social group detached from mainstream society. This is because of differences in perspective, such as Marxist and New Right.
New Right sociologists would disagree with this statement. There is evidence to support this such as Charles Murray's study of the underclass which found that the underclass led to an increase in illegitimate birth, crime and drop-out from the labour market from young men. This means that welfare provisions are designed in a way in which individuals become dependent on it and thus don't work, outcasting them from society. Furthermore, Murray states that these in the underclass are of ethnic minorities, outcasting them further. However, other sociologists such as Marxists would disagree with Murray. This is because they argue that he blames individuals for structural problems in the capitalist society, such as the cost of living crists. Therefore, sociologists agree that individuals being dependent on welfare is an issue but disagree on the causes of it.
Functionalist sociologists would disagree with this statement. There is evidence for this such as Davis and Moore's study of social stratification, which found that stratification is functional for society to function. For example, the existence of the underclass means that there are jobs such as probation workers. This allows for the underclass to be functional and integrate into society. However, social democratic sociologists would disagree with Davis and Moore to an extent. Although they agree that welfare allows the underclass to integrate into society, it functions more as something to protect vulnerable people from market failures. Therefore, sociologists agree that welfare allows people to integrate into society disagree on how.
In conclusion, New Right sociologists believe that social welfare creates an underclass which is detached from society as they encourage deviance and are dependent on welfare and therefore don't work. However, marxist, social democratic and functionalist views argue that it is issues in society that leads to an underclass, and a welfare system cushions them from it.
