Economics Edexcel B Paper 3

My school has given us next to no information on how to answer the questions on the papers. If a question says 'discuss...' does that mean you have to consider the scenario outside of the case study given? For example, if there is a case study on 'Discuss the possible economic effects of raising interest rates to reduce inflation (8 marks)', compared to the next 10 marker that is 'Assess the impact of the Bank of England's decision to raise interest rates on UK businesses', would the first question be a more general answer, and then bringing in my own examples of the effects?
