Do you need to state As grades in modular IAL exams during college application

Hello,
I’m currently taking the IAL edexcel modular course but I wasn’t sure if we’re supposed to apply with our grades for AS level (as in unit 1,2,3) or only predicted grades.

For UCAS:

If you received an AS grade from the exam board then you MUST declare those grades on your application. You don’t need to list unit/module grades.

If you didn’t receive an AS grade from the exam board and only got unit/module grades and UMS then you MUST NOT declare AS grades on your application.

Ohh I see so is that related to cashing in your AS results? Like if they’re not cashed in yet then you don’t have the final AS grade? Sorry all this is just kind of confusing :/
