Tuition Loan Irish Citizen

Hi, I'm in the application stages for a PGCE in England, to begin in September 2025. As an Irish citizen, I'm fairly certain I qualify for home fees, and want to apply for a tuition loan. I am required to send a paper application to Student Finance England, which is asking me for details about the university I will attend, but I do not yet know which uni will offer me a place - should I just write down my first choice and then later contact Student Finance to change it? Or should I just wait until I have accepted an offer, then apply with all my details? And in this case, what would happen if I did not have a confirmed tuition loan by the start date of the PGCE? Any info would be great, thank you in advance!

We advise students to apply for your first choice, then if you need to change this later you can.
