hey so today I was in my tuition class and I was the only girl their today and their where about 10 guys, this guy that is always staring at me was there too today and I think one of his friends start whistling in a flirty way and the class was silent and the guy that stares at me alot looked at me for some reason what does this mean..

If it was a cocky laugh (or his friends seemed to be making fun) - they were probably taking the ****, if it was just like a normal laugh that doesn’t seem ill-intentioned, then he likes you

It's really hard to reliably conclude anything based on these sorts of micro-interactions. Talk to him and get to know him better if you want to have a better idea. You may well just figure out that you're not that into him regardless.
