Fee status help!

About a month ago I received a conditional offer from Edinburgh university ‘on the basis that on the relevant date we consider your fee status to be Scotland fee status.’ I have been living in Edinburgh for the past year and have a british passport, which made me assume they would sort me as international. I am confused and was told by another email that I should query my fee status as soon as possible..and shouldn’t accept an offer If I am not totally sure my status is correct. Would they change my status once university started if I accepted them or what? I need help!
