Different people have different expectations, requirements and perceptions so there is no universally accepted "best".
Exeter and Nottingham are both very good unis. You won't be wrong going to either one. Which uni to go to is more a pesonal preference. You may go through the course modules, visit the unis and choose the one you like more.
