Yes, people have. Well, they did last year, as UCL actually had some courses in Clearing. They usually don't.

See here for the Clearing and Results Day page on the UCAS web site. During Clearing, you will contact universities by phone or via a web form. UCL used a web form last year. If they have some courses in Clearing this year, it's reasonable to assume that they'll take the same approach.
