Are you doing art yourself or studying it? If you're doing it, I'd recommend a tablet. If you're studying it, I'd recommend a laptop and possibly a USB mouse, which is what I'm on now. Good luck and hope this helps!!
There are some other halfway options like devices like the Windows Surface, which is a touch screen tablet with a windows OS you can connect a keyboard to. Or just getting a simple graphics tablet like a Wacom One or Wacom Intuos you can usb connect to your laptop or pc that would allow you to write/drawover/make handwritten notes.

Hey there @Gottogetready 🙂 Although I do not study fine arts, many of my peers prefer to use an iPad or a Macbook for uni work. There are also many Macs available throughout the Kingston School of Art and Townhouse libraries that you can use when in uni. If you are looking to get a new device for university, I would suggest checking apps like Student Beans or UniDays as you might be able to get some good student discounts on your device upon being a university student 🤗 There is no harm in waiting a little bit till you start uni to see which device is best for you. Hope this helps!
