I am a resident in England, and have confirmed my firm choice as a University of Edinburgh. Therefore, to get a student loan do I need to apply for SAAS or Student Finance England?

It's based on where you live not where you study

Exactly it goes by where you normally live, not where you're studying. Since you're based in England, you'll apply through Student Finance England, even though your uni is in Scotland.
