I suggest Norway, where I lived for a few years. In the summer months the temperature is reasonable and the climate pleasant, if you don't go too far north.

Scandinavia is an option. The northest thing I know is the North Cape in Norway, go there!

Sounds like a decent summer for everyone who don't like temperatures over 20°C. North Cape does not even reach to 15°C at the maximum.

Finland/Sweden/Norway/Denmark

You can go in the opposite direction and visit Punta Arenas in Chile. Highest temperatures in average there: 4,1 °C in Juni and July and 5,6 °C in August, That is what Wikipedia says.
