Compelling personal reason revoked

Hi i went back and forth with SFE for years over CPR and was awarded earlier this year. My award was granted a week before the course was due to start and I had already accepted that I wasn’t going to be attending as I had not heard back from CPR and was told i needed more evidence which i wasn’t able to provide. It was a total shock when they awarded me two years and of course I was over the moon about this. I spoke to my university and we agreed that I could start the following term which is september this year. I told SFE and instead of deferring my application they cancelled it immediately and said i’d need to reapply which I did. Now they have rejected my CPR again. Are they allowed to do this? Please help
