NI Number for ROI Student

My daughter is in 1st year in university in the UK and student finance just sent a letter stating that they are withholding her student loan until she gets a NI number.
Apparently there is a specific form my daughter needs to complete because she is from ROI. After hours on the phone with both NI and Student finance neither organisation can provide information as to where she can get the specific form. Both organisations state that the other should provide it. Any guidance would be greatly appreciated.

When you say a specific form is this an application form? If she's already submitted this then all we need is for her to update her NINO when she gets this from the The Department for Communities (or DWP if she permanently resides in the UK). Thanks, Jason

Yes, a specific application form. When she attempted to apply for a NI number online and entered the criteria specific to her; ROI student attending college in the UK, she received an on screen notification stating Student Finance would contact her via text giving details on how she should apply for a NI number.
My daughter did not receive a text message and she is at a loss as to how to proceed.

There isn't a form for a National Insurance Number. She contacts the department as above to get her NINO. When she has the NINO she can upload this to her account or call us for us to input it for her. Thanks, Jason

The Department for Communities is for students from Northern Ireland. My daughter is from the Republic of Ireland and this seems to be where she is running into issues as nobody she has spoken to thus far understands that students for ROI have a different status from NI.
Thanks for attempting to help but it looks as though we will have to work directly with the Finance department at Kings to get this resolved.

For any ROI students that run into this same issue the solution is to make an appointment at a UK Job Centre.
Student Finance will make a payment to your University for the first term without a National Insurance number. However, no additional loan payments will be made until you have secured a National Insurance number so make an appointment at a Job Centre once you get settled. Not all Job Centres have the authority to issue a National Insurance number so phone ahead.
