would GCSEs of 9977665555 be good enough for applying to a course like french at ucl if i was predicted A* at a level and the 9 in gcse was in french? i dont know how much all the other GCSEs matter

Have you read "Are these GCSEs good enough for x" - the guide, here on TSR? It's tailor-made for questions like these.

TLDR, most likely.
I had quite mediocre grades at GCSEs (Highest being a 7 and lowest a 4). My A level predictions were Distinction BB (Computer Science, Geography, and Maths). I applied for architecture ended up getting an offer at UCL even though I barely made the requirements. I know it may be portfolio based, but you have to get through subject requirements first. I'm not sure of the leniency on French but a 9 at GCSE and an A* Prediction is definitely not going to go unnoticed. Maybe, if there are any doubts, look out for requirements. For example, some courses may say you need a minimum of X in subject Y.
Dunno about UCL specifically but my GCSE grades were A*AAAABBBCCC with the A* being in French, and my A Level grades were BCC with the B being in French (bear in mind at the time the highest grade you could get for A Levels was A, not A*), and I got into the University of Leeds to do BA (Joint Hons) French / TESOL.

Okay it was a long time ago but generally languages aren't oversubscribed.
