Hello, I would like to ask if the fact that I am the president of the student council, the head of the school health committee, and the head of the library committee, and my high academic achievement...will increase my acceptance at Oxford as a scholarship student.

Yes those are good, but you need subject specific extracurriculars to demonstrate a real passion for the subject (e.g. essay comps, independent research projects). So while these are great, it won't automatically get you in, you'll still need great extra/supra curriculars, a good admissions test/interview, and strong predicted grades. You seem to be in a good position though, good luck!

I have certificates for scientific conferences in which I participated, one of which I conducted experiments and the other a report on biology.

Great. Now write your personal statement/essay, but there are just 10 or so places for all internationals for medicine per year at Oxford University. Also, the scholarship is even more 'fiercely' competitive.

Yeah, you should definitely apply but just manage your expectations because Oxford is very competitive, as @thegeek888 said. Try to do some more really great super curriculars as well, maybe some competitions?

Hi, not sure if you're an international student? As people have said Oxford is ridiculously competitive, people can have done one million incredible extracurriculars and still not get in, so do try to manage your expectations - definitely don't pin your hopes on Oxford, apply to other universities you would be happy to go to in case it doesn't work out.
That being said - yes, your extracurriculars sound good! But it's not so much about how much you've done and more about how well you tie it into your PS. You're trying to show Oxford why you're the best possible student, the extracurriculars are more there to support your argument than be your main point, if that makes sense.
Let me know if you'd like personal statement advice, as a med student I know it might not necessarily be your strong suit, but I personally quite enjoy the writing aspect of the application so I can definitely give you some pointers.

Of the things you list, Oxford will be interested only in your academic achievement.

Maybe, but if Medicine Dons are anything like Law and History Dons they may pay little attention to personal statements, not least because so many statements are written by parents, teachers, paid advisors etc. How would running a medical committee at a school help a person to deal with the academically intense approach of Oxford Medicine?

Yes I agree, while I think it could be of some use to demonstrate passion for the subject, ultimately it's largely obselete and OP should focus on things such as research projects, medical awards, getting a high score on UCAT, and the interview (while also maintining extremely high grades as that is a pre-requisite for medicine if you are applying for an extremely competitive scholarship program)
