Do the top russell group unis go public lectured in the summer, I know that they do them now but would like to get some more in the summer.

Its rare for them to do these outside the academic year.
There are plenty of online Moocs that you could do over the summer on FutureLearn or Coursera, or recorded lectures Gresham College's website to listen to, or podcasts from BBC Radio, etc
What degree subject are you aiming at?

Many universities run public lectures throughout the year, although this is mainly in term time. Here's a link to Lancaster's public lectures Public Lectures - Lancaster University. Alternatively, over the summer lots of universities run summer schools on various subjects, which are usually residential opportunities to universities for the week with a range of academic and social opportunities.
