Can someone help me plan this question? How accurate is it to say that embracing democratic values was the main consequence of changes in education and culture in the years 1918-33?

Okay so step 1: what were the main changes in education and culture in the Weimar years?
Step 2: what were the consequences of these?
(a) embracing democracy
(b)
(c)
Step 3: Out of A, B, C - which one was more significant?
Is that a decent starting point?
