Applying as a mature students and retaiking A levels

Mainly because of financial reasons I delayed my entry into university for 2 years now, and I've been working to save up, I still don't have enough this year, and unless I get rewarded money from scholarships I applied to I don't think I can start uni this year.

I started strongly considering going to uni in Italy where is cheaper, but I just missed the application deadline to start this academic year.

I should find out the outcome of the scholarships I applied to in a few weeks, if I get rejected I want to reapply to uni once again. This time I want to aim for UK unis with good financial support, bursaries and scholarships and some universities abroad.

I wanted advice on how to approach my UCAS application.

I am also considering retaking my A levels to have stronger grades.

How do I fill the UCAS form with no predicted grades and teachers references? And do I need them?

How long ago did you leave education? If you were in education until recently, you can always get in contact with old teachers and ask if they would be happy to give you a reference. If you feel it’s been too long, you can ask an employer for a reference, or someone who knows you in a professional manner, like a colleague or careers advisor (better option as it would be more up to date than a teacher from a few years ago.

If you're not able to start this year, could you do a course and then gain a reference through that way?
