York has a lot of problem based learning and group-work from what I’ve heard (which isn’t for everyone). Manchester seems lovely. Both seem great. Have you visited either?

Manchester tends to have a bit of a higher reputation but are both well regarded. The main difference between the two is obviously that York is a campus uni and Manchester is city, so maybe that’s something you should think about.
