Potentially. They have in the recent past. See the "Historical entry grades data" section of this UCAS page.

Note that we don't know anything about those candidates previously accepted with BBB grades. They may have been contextual candidates, or may have had compelling extenuating circumstances.

Also, note that regardless of that, what's happened in the past does not necessarily predict what will happen this year. That will be determined by how many candidates meet their offer grades, and so how many places (if any) are left for those who haven't.

Also note that UCAS historical grades data “averages” grades - so when they say BBB was the lowest accepted that will include students with BBB, ABC, AAD, A*BD and A*A*E
