How long will be a person on PRSOM
How much people you have to rep before you could rep the same person again or is there a time limit

AFAIK you have 24 hours between to consecutive reps, and unless you have repped 10 other users, you'll be stuck on PRSOM

It means "please rep some other member". It's part of the error message you get if you "rep" someone (by clicking the thumbs-up button) and then do so again (on another post) too soon. You get told something like, "Please rate some other members before repping this user again."
