I have taught on Access for over 10 years, A lot of Access to HE providers will not enrol you unless you have adequate level 2 qualifications at enrolment. This is because when you apply for University via UCAS, for very popular courses, the Universities will choose the students who already have the GCSE's first - although this is more common in areas like Midwifery, Nursing and Health Sciences where there is a high demand.

Students can do GCSE's alongside access at some providers, but this is a lot of work and there is usually a high drop out rate so choose carefully. I would speak to admissions tutors at universities you are interested in also
