Confused about A Level probability question

I am confused by the answer to this probability question. I would’ve thought the probability for the less than four die would be 3/6 and the probability for the greater than four die would be 2/6, and then since the events seem to be independent, you would multiply them together to get 1/6.

But according to the mark scheme it should be 1/3 and I don’t understand their method?

The score <4 could be thrown either first or second. Vice versa for the score >4.
