Resitting a levels twice

I’m resitting A levels again due to severe depression and anxiety. Would I be able to get into LSE or UCL?

Potentially.

LSE's Undergraduate Admissions Policy says:

"7.4. Retakes
The School prefers applicants who have achieved high grades in their AS and A level studies (or equivalent) on their first attempt. Examination resits are normally considered as less competitive although extenuating circumstances are taken into consideration."

Your circumstances would appear to be extenuating.

UCL's Entry requirements page says:

"Resits
Resits are generally considered for most of our programmes. Any programmes that do not consider resits will outline this on the entry requirements page for the course. Where resits have been attempted more than once, this may put you at a disadvantage."

Slightly further down the same page it says:

"We do not have a mitigating circumstances form. UCL's policy is that such mitigating factors are a matter for the Exam Boards and should be considered at the time of the exams rather than retrospectively by the university."

Other Unis may have a slightly more flexible attitude to a) resits and b) extenuating circumstances - Extenuating circumstances | Study at Bristol | University of Bristol

However, you also have to think very carefully about 'going to Uni' if your anxiety/depression is having this sort of impact on your life and on your ability to study. Uni is stressful for everyone, and with what sounds like some serious mental health issues, this will be potentially even more difficult. I really would advise you to take enough time to get your head in the right place so that you can enjoy being at Uni - its far too important an experience to mess it up and then feel like you 'failed'.
