Misrepresented fees

In my CAS and unconditional offer letter my fees was 10950 and now university says that this fees was for first half year as late start in January next invoice will be in September with 21900 but offer letter said 10950 and should not rise by more than 5% they say information was on their website but never disclosed to me I can't pay this much fees what to do
