If I do 3 sets, 2 normal sets 1 heavy set would this build both muscle and strength?

lets say on the big compound lifts I do 3 sets,

Set 1: 10 reps @ 65% 1RM

Set 2: 8 reps @ 70% 1RM

Set 3: 5 reps @ 80–85% 1RM

Would this be good for both strength and muscle building?

Yes. As are multiple other different rep and intensity ranges.
