If I had bad grades in 11th grade, how much will that affect my application?

I think you need to add some more information. Do you mean your application to 6th form college?

If so, it will affect everything. If you don't have the college / course entry requirements you will not be permitted to join that course.

Here are the Bulgarian entry requirements for some UK Universities :
Entry requirements for students from Bulgaria | University of Surrey
Bulgaria | Glasgow Caledonian University | Scotland, UK

And if you don't have the right qualifications for degree entry, there will be International Foundation courses at most UK Universities, such as - International Foundation Year | University of Leeds
