Can i apply to trinity hall without rowing?
From what I’ve seen trinity hall college Cambridge has a focus on rowing. Will it hurt my chances if I don’t row?

There are no athletic or sporting requirements for any college at Cambridge.

Not only would it not hurt your chances, it would make no difference either way. Cambridge degrees are based on academic considerations only. Furthermore, Cambridge colleges do not differ in this respect.
Could I ask what educational background you're coming from as there may be quite a few misconceptions if you are coming from a background where sports are much more important?
