I went to my local town today was such a scary place with lots of angry people about, had one guy catcall me and yelled get ya tits out, had a beggar aggressively follow me and saw two people threatening to bang each other out in the middle of the high street, no purpose to this post other than a vent and how unsafe I feel going out

Cat calling is classless but you shouldn't fear that and I dare say it probably shouldn't be a crime.
You should have alerted police if you were being followed.
You should also go somewhere nicer.
