Question about tuition on a re-take year.

To cut a long story short, for reasons I wont discuss, I failed five of the six modules of my second year undergrad. Four of these were 15 credits, the remaining one was 45. I was under the impression that tuition is calculated via credits, at least at my university becuase it literally says so on their FAQ pages. However, when talking with the finance dept I was told i need to apply for the full year of tuition. I was under the impression that the module passed would simply be deducted from the cost of yearly tuition and be clearly stated on the application, since it says on the FAQ "Re-enroled modules will be charged per 15 credits. The Student Finance team can confirm this cost and can be contacted at >finance dept email<". I've calculated the cost, it would come to £8,330 instead of £9,535.
Have I simply been mistaken?
