Holistic shortlisting process?

Even though it is stated on a uni website that they would only take into consideration admission test and your grades for shortlisting for interview, will they still look at other parts of your application, for example, your teacher reference?

If they say they "only take into consideration admission test and your grades for shortlisting for interview" then they won't look at other aspects of your application until later in the application process. However, that would seem like a very odd approach. Which uni is this?

Several Unis now do this for Medicine.

What McGinger has stated. Thank you for your reply.
Just to add that whilst the reference may not be used for shortlisting, it does potentially contain mitigating circumstances. So it would be unusual for a uni not to look at it at all.
