Can I attend college events if I don't live in college accommodation?

Yes!
Your college is your uni home, and you are welcome in it as often as you like. You should have a JCR you can join, take part in, vote for and change. You should have a library you can access, maybe a gym, a laundry if needed. Anything livers-in can access, so can you (except bedrooms!). You need a JCR levy if you want to be invited to events on a mailing list, but you can still attend if you don't have one, you will just pay more. You can buy college stash too.
