SFE/SLC Formal Complaint - CPR Warnings!

Hey ya'll,

I've been trying for months now to try and put a formal complaint into SLC. I feel this might become a bit of a rant, but the context is needed.

I did a compelling personal reasons (CPR) application, which by standard should have taken alot less time than it did. A month down the line, I found my CPR was sent to DSA, and not the main SLC. I request myself (speaking to DSA) they move it from DSA to SLC. This did not happen. I then requested the same again about a month later as I was told it was being working on, and they didn't in fact move it to SLC until 10 days before I started uni, they then said it would take til the 11th, which on the day I phoned, they said about the other account issue, and wouldn't further my CPR until that account issue was resolved (marital status info), and now it's going to take another 17 working days to get it fixed.

I've phoned in, sent messages, and put more labour into making sure the SLC is actually doing their job, than they've been doing reviewing my stuff, cause their admin system messed up and SLC didn't want to take responsibility.

I've asked many many times "how do I make a formal complaint" to both their chatbot and to agents, in which both have tried to avoid my question. I've got p much, nothing. Does anyone know the proceedure to make a formal complaint to SLC about their actions towards me?
