Will I be assessed as home fee

I’m a dual citizen (half British ) have a British passport but I lived abroad for 17 years and moved back in June 2024 to the UK to care for my grandma who has Alzheimer’s because I was under the age of 18 by law I had to be in some sort of education so I applied to the closest thing which was my local sixth form I planned on dropping out when I turned 18 but actually ended up enjoying it and have now decided to apply for university for 2027
I’m aware that according to the guidelines on the ukcisa website
You have to be settled (I have a British passport)
Have to be ordinarily resident (not for the purpose of education- I came to care for my grandma and had to go into education as it’s the law)
For 3 years before the start of your course (my course will start in sep 2027 I have lived here since june 2024) can someone who works at SFE or someone who is knowledgeable about the UKCISA guidelines let me know if I would be assessed as home fee and if I have a strong case I am feeling really anxious and really need some reassurance

Firstly to note that SFE only determine your eligibility for funding, your fee status is assessed by the unis you apply to based on the UKCISA guidance.

They key part of any assessment will be the period that you were abroad. You mention only that you were abroad for 17 years, but not the reasons why. That would need to be taken into account.

I lived there because my parents lived there but I moved to the uk at 17 and the reason I moved back is because of my grandma (so not for the purpose of education)
I would have lived here for 3 years when I go to uni

If you will have been ordinarily resident in the UK for 3yrs by the start date of the course, then you can ask the uni to reconsider your fee status up until the point that you enrol. There's usually information about this in any offer message.

Turkey ( I’m a Turkish citizen i don’t know if that’s relevant) it would be great to get an answer from someone who works in this field and has more knowledge than me

Just to clarify, if you're specifically asking about what fees you'll be charged, that's entirely up to the university.

They decide what fees to charge you, not us at Student Finance England.

So, if you have a particular university in mind you can ask them directly if they'll charge you home fees or not.
