Parent learning allowance and child care

I’m studying at a University on a part-time course of 90 credits (which is about 75% of a full-time load). I am receiving maintenance loan. I have dependants and I’m trying to find out if, at this intensity, I would still qualify for the Parents’ Learning Allowance and the Childcare Grant in England.
Has anyone here been in a similar situation or knows if these grants are available to part-time students studying close to full-time hours?

Students can apply for Parents' Learning Allowance (PLA) if they are fully Means Tested, and on a full-time undergraduate course. This is not available for Part Time students, no matter their study intensity. Stephen
