A lot of teenagers living away from home for the first time with complete freedom to decide where they go, what they do, and who they do it with? Yes, plenty of "hooking up" occurs in freshers week. No, people do not hook up with just anyone. It's not that freshers go to university with the express intention of hooking up with anything that moves, though some do. It's more than the new environment that they're in opens up more possibilities to do that, and plenty take that opportunity. The university you go to doesn't really have any impact on this in practice. The chances you have of hooking up depend on whether you're in the right place at the right time, and speaking to the right people for the most part. There's nothing you can do necessarily to make it more likely than not, beyond the obvious effort you can make to make sure you're well presented. It's a matter less of going out with the intention of hooking up, and more just making an effort to talk to people and see who you meet. If anything, I'd suggest that going into freshers week with the express intention of having sex with someone will probably make it less likely that it'll happen in the round. If you don't meet anyone in freshers week itself it really isn't an issue. University courses are long and you'll have plenty of opportunities after that.
