I was about to suggest cambridge then read the rest lol
But i dont think oxford would be a viable option since they usually want basically straight 9s

Hi, I have 87666554 in my GCSEs and would like to know if it would be fine for the GCSEs requirement for imperial and UCL or would other lower unis be better like Plymouth, BSMS

Oxford doesn't require straight 9s, that's a myth lol. They prefer higher grades (so all 9-7s) but don't need all 9s. I got six 9s, three 8s and one 5 and I'm at Oxford right now (not for medicine but this is true for all courses). Your A-level grades, the admissions test and your interview are what actually matter. Also, they take into context your school so if you went to a poorly performing school and got lower GCSEs than someone who went to a very good school they'll be understanding that it may be due to your teachers etc.

If you want an idea of where your GCSE grades are compared to other applicants and offer holders for Oxford, you can find freedom of information requests for the data online on Whatdotheyknow. Cambridge has a page with admissions data on it as well. As others have said, Cambridge might be a good option just cos they interview more.
