Level 4 Diploma means I can’t get student funding

I completed a level 4 higher Apprenticeship in 2019 (started in 2016) in Tax Practice and have recently applied to study BSc Environmental Science at University. However, I received an email today saying I am not eligible for tuition or maintenance loan for the first year of my course because of my previous qualification. Is there anyway to appeal this decision?
