Does DT NEA count as a portfolio?

I do Design Technology for GCSE but I cannot take it for A-levels as many schools nearby do not do the subject or anything similar. However, when searching for Uni's, some of them require a portfolio, which I would not have from the A-levels I choose to do, I would only have my DT GCSE Nea.
Do I still have a chance with GCSE Nea?

For what degree? I doubt it tbh ... ask them

That's disappointing - many schools seem to have cut things not in the Ebacc which teachers predicted would happen.

I would phone round a few unis and ask them explaining your situation.

Portfolio in this case isn't going to be exclusively academic work. For university entry portfolios they typically want to see academic evidence (like A-level or in your case GCSE) but that should be subsidised with personal work that shows your enthusiasm for the course. You need to be looking at how you could independently produce work for a portfolio that would be of an A-level standard. Look at examples of A-level Design Tech work and try and create some work independently that will be of a similar standard. Obviously you will be limited by not having access to a workshop and the right tools etc. but you may still be able to make something more simple with just a printer and some cardboard - i.e. packaging design.

So should I add things on top of my GCSE nea?
And also, let's say I'm accepted for a course with good grades but my nea isn't as good as others, would I still be accepted for a course like product design?

You definitely should add things. Dundee has a good resource of the kinds of things to include in a Product Design portfolio along with some examples. You should aim to try and produce some work like this independently. https://www.dundee.ac.uk/undergraduate/product-design/portfolio
