That's very bad of the uni to do that! Which course is it for? They should never have given you an unconditional offer before seeing your English test results! As you have accepted the unconditional offer and also the certificate of acceptance it could be that they are legally bound to honour it? Are you an international student and are you confident that your English is at a high enough standard to manage the degree you've been offered? I would call the admissions department and ask them if they can do this after you have accepted the offer?
I agree that it’s bad form of the uni, but if you’re an international student then this is a UKVI requirement. The offer status is basically irrelevant as you’d have to take an English test regardless.

Thankfully this was caught quickly so hopefully you’ve not taken any action based on the original offer.

That's very odd, Home students aren't typically offered the chance to do an English test.

Is the test run by the uni, or is is something external like an IELTS, PTE or Duolingo?

I have to agree with the other poster. It’s unusual to have to do an English test if you’re a Home student? With respect, I am a little concerned about your English competency as there are many many mistakes in your posts, grammar and spelling, is it possible the University picked up on this with your statement? Although this wouldn't explain why you were given an unconditional offer as they would have checked your application carefully before offering
