I have a genuine question. Does someone next to me in the exam centre clicking their pen lid count as a disruption as it was quite distracting?

It doesn't count. You are after all expected to endure a certain minimum amount of noise like people coming and leaving the exam hall, mouse clicking, etc etc etc. So you would have been expected to endure that or use the earplugs that should have been provided to you.
