The best way to make your decision is to do lots of research - find out which universities offer optometry and then have a good read over all of the course pages, taking note of things like how you learn, placement opportunities, how you're assessed, the modules you'll study and the entry requirements. The facilities is also something to look into as well - for example, does the uni offer industry-standard facilities so you can practice your skills in a real-life environment before your placements? It's a great idea to visit the universities you're interested in too at an open day, so you can see the campus for yourself and speak to the lecturers and current students.
