Oxford DPhil History, 67%

Question here - I was planning to apply for the DPhil in History at Oxford but just saw this in the application requirements:

A master's with minimum 68% overall and 68% for the dissertation
An undergraduate degree with minimum 68% overall and 68% for the dissertation

My MA ended as a Merit, 67% with the dissertation at 66%. My undergraduate degree was international but equivalent to a First.

In all honesty is it worth applying, or will this rule out my chance regardless of my experience and research proposal? I was really set on applying but didn't realize the minimum was a 68%. Has anyone gotten into the program with less than that?
