I have studied until Level 2 Business and on the records of Nelson and Colne college I have certifications but in person I have not been given a certificate so I’d like to go back to education and study Business or IT either one

If you’ve completed a Level 2 Business qualification but haven’t received your physical certificate, the best thing to do is contact Nelson and Colne College’s exams or student records office. They can usually provide a replacement certificate or an official confirmation letter of your qualification.

The thing is I have stopped going to college and I had a job at a car dealership but now I don’t want to go back there due to me having no qualifications and due to other reasons so I may struggle with getting my certificate

That’s completely understandable...a lot of people take time out and later decide to return to education, so you’re not alone in this.
Even if you don’t have the physical certificate, the awarding body (like Pearson or City & Guilds, depending on your course) will have a record of your results. You can contact them directly and request a replacement or proof of achievement — you don’t necessarily have to go through the college if that’s tricky.
Once you’ve got that sorted, most colleges will happily help you enrol on a Level 3 Business or IT course or an Access to HE Diploma.
