Predicted grades to offers?

If you are below the standard requirement for a university with predicted grades.
Will they still make you an offer but at the standard offer requirement?

Competitive unis are very unlikely to give out offers if you don't meet their requirements and will likely throw out the application at the first stage, others may possibly but it would depend on how competitive the course is. Most offers are dependent on having the minimum required predicted grades

What about a uni with a higher offer rate than highly competitive unis.
For example applying to Lancaster or Southampton with one or two predicted grades below?

Yes, they might make an aspirational offer.

One choice where your predicted grades are just below the stated grade requirements is worth the risk - they may make you an offer, but be prepared for No. And if they make you an offer, it will be their usual grade offer, not your predicted grades.
