Is the admissions officer for the sixth form never responding to messages?

This year I applied to sixth form, I emailed many admissions offices and even visited two schools in person. Two admissions officers asked me to email them my grades. Then I went to the school's reception desk and was told to come back if I hadn't received a reply by September 15th. Now it's November and I still haven't heard back. Do admissions offices always ignore messages? Or were you already rejected when they asked you to email them?

I emailed some admissions officers but some reply quicker than others. If has been so long try emailing them again because I had to email a school 4-5 times to get a reply. If they still don't reply then try calling or going to the school reception
