My Interview for edinburgh got withdrawn because of my fee status

I applied for edinburgh for the veterinary medicine course, whilst in the midst of emailing for my fee status to change from overseas and home status, I got offered an interview in Hong Kong. The day before yesterday I recieved that my fee status was home student. Then the next day, I recieved that since my my status has changed to home status I dont meet the "Threshold". Therefore, my application got withdrawn? I wasnt fully aware they could do this? I also didnt know that for home status there is a higher standard or "threshold". Were they always able to do this? Or was it introduced this year? I have recently heard edinburgh university have been facing lots of debt, so I was quite confused and upset.
It's not a nice position, but yes, they can do this. It's not new, and has been their position for at least the last several years. They're strictly capped on the number of Home students they can take, so it you are reassessed as Home and fall under a certain assessment criteria, they can and do revoke offers.

However, you will only be in competition with applicants who are in the same fee status category as you. "

Thanks! Do you know if all universities can do this? Or is it just Edinburgh? Like for example I applied to liverpool and nottingham, and I have been offered the interview for Liverpool and now have been given the fee status questionnaire.

It's just Scotland so far as I am aware. The rest of the UK is not capped on numbers currently.
