Application Feedback for Fitzwilliam?

Hello. This is probably a silly question, but I'm trying to figure out what the feedback policy for unsuccessful applications at Fitz. On the website it says "An initital proportion of candidates will be rejected...After interviews, if you are unsuccessful, you will receive written feedback" (paraphrasing). Does this mean they only give written feedback to those who did an interview, or is that to all unsuccessful applicants?

Not sure about Fitzwilliam specifically, but I think Cambridge generally do not give written feedback to those rejected before interview
